I'm not sure if I quite understand Spellslinger

So I am new to frost mage and so far I really like it.

I’ve hit level 72 and I am going through the spellslinger tree and I am not quite sure I understand it.

From what I have read, it focuses on frost splinter when Winter’s Chill is consumed. If I am not mistaken, it looks like only Flurry creates winters chill? or is winters chill just any frozen target?

Yes, only flurry, thats why you gonna get 3 more talents that generate splinters using Glacial Spike, Orb or Icy Veins, to pump up the amount of splinters you cast
