Im confused, why is the moonpriests garments only a top?

so i finally got my priest to an ilvl high enough to do the darkshore warfront, and was pretty excited to finally start farming the mog, and for the first few goes everything was alright. but then i got the “moonpriests garments”; a piece of the mog, that when you go to the "sets tab in the appearance window, shows as the whole dress (top and bottom), however the one i got for some reason is only a top, regardless of sharing the same exact name and being displayed in the “sets” tab as the whole gown. is this normal? is the skirt separate?

There are two different versions of the chest piece. The Garments are the non-robe one. Moonpriest’s Vestments is the actual robe. You just have to keep farming until the right one drops.

It’s based on the phases of the moon. Full moon, the outfit is all there. Waxing or waning quarter, it’s half there.

My favorite time is when the moon is new.

I’m rather annoyed they don’t have an aspirant colouration variant of just that top because I have an amazing transmog set that requires such a top to exist.
On topic, there are 4 pieces iirc, 2 blouses, 2 robes, one normal, one heroic accented.

This also confused me a while back before I found out about there being a vest as well as dress. However there is actually two versions of the dress. The normal one from the warfront and the elite one with more detail/geometry added from Ivus.

If OP is not wearing pants, that would be a full moon.
