No… ilvl should not decrease based off skill…
This logic goes against any RPGs (and MMORPGs), no matter what skill, you still need to get high level pieces of gear to overcome an obstacle because without that, the obstacle will be impossible because you cant get any higher numbers needed even if someone is skilled.
