no, it does not apply to lvl 60 only dungeons but there does seem to be a scaling effect in leveling dungeons.
the over world scaling in the past tends to cap out after a certain point. so, in reality the mobs are being scaled down if your ilvl is too low out in the world but even then, they did change the level scaling to be non-existent. there are mobs with a fixed level. so you can out level them when leveling or run into ones that far exceed your current level.
It’s capped out . You will Be melting mobs soon enough.
Open world content scales with your ilvl to prevent overgeared players from oneshotting world quest mobs.
OP, you’ve got my support on this. I remember the good old days back in WoD when gear upgrades always made you stronger, but the entire game world didn’t get stronger, too. And it was great. Every increase in ilevel felt rewarding, not punishing.

It’s due to you not being carried by azerite gear, corruption, and other “borrowed power” anymore. Also you lost your huge stam/stat stick with the heart of azeroth neck.
Also it’s way too early to be complaining about your character’s “strength/power”. we don’t even have access to M+ or Raid gear yet which is going to fix this issue you’re talking about…
Think logically about it… you’re comparing endgame gear (most likely raiding and m+ gear) to regular non-raid gear 2 weeks at the start of an expansion.
I mean, there is also precedent with this system also existing since Leigon and at it’s ciurrent state may be skewing against the players.

it’s a complete joke. Imagine being super casual and story driven and having to do world quests a thousand times to get incremental upgrades of 5ilvl at a time, wait till a breakpoint, get another 5ilvl, grind for weeks, get another 5ilvl.
Blizzard is just getting more and more flagrant with there methods to force us to stay with an active sub each month (renown is a F2P mobile game level insult.)
And mobs still scaling and gaining hp the higher your ilvl? worst game design decision of all time and I’m really disappointed because I was told it was removed from Shadowlands. What’s the point of even getting upgrades? Infuriating.
My experience is a little different, I am killing things much faster, but my voidwalker/felguard are getting completely wrecked., they were not before.

I believe (but I’m not 100% sure) that the ilvl scaling came about to address the issue of players being so strong that they 1 shot mobs before other players can tag them.
This was a problem in legion with artifacts being so strong, it’s not anymore
the scaling feels fine to me, I do feel appreciably stronger at 181 than I did at 150, pulling more than one reg mob in the maw at a time isn’t a death sentence anymore, and I can even solo quite a few of the elites with a little bit of effort.
but it still feels like at least a BIT of a challenge instead of just turning into a faceroll within the first 2 weeks like it would have done without scaling.
This is why I do not really care about retail and prefer to play Classic and eventually TBC, at least in classic when you get better gear you DO feel the difference quite a lot, it was like that until they decided to add level scaling and ilvl scaling which is ruining the game for me, there is no longer any fun in leveling since there is nearly no character progression, everything become stronger with you as you level up, its trash.
I really don’t get why Blizz has to make all of the game’s calculations so nebulous in scope… remember when this game was supposed to be like D&D dice rolls drastically sped up?
This is due to the removal of rented abilities and the best reason they should be removed, I was doing less DPS with all the blue upgrades at 60 than I was at 50, its only an issue because instead of normal gearing upgrades they have to remove all the extra’s i.e legion weapons, and abilities and BFA corruptions etc, without those the gear itself would be stronger.
Ion said it doesn’t feel good to get weaker and it should not happen, it just seems they haven’t been able to fix it, removeable of the corruptions was a Band-Aid to make it seem like we got stronger, it just did not work. even now at 17somthing I am not quite where I was at 50

I just posted something like this the other day. I’m fine with mobs scaling with my characters level, however it needs to stop and not continue on. What’s the point of gearing up if you are just making everything else scale right along with you.
If they don’t negate our ilvl then how can they make us dependent on the borrowed power systems? I’d just ignore the borrowed power completely if my gear upgrades made any difference. I’d bet a lot of others would too.
