Two things can be true at the same time.
Normal dungeons dropping un-upgradable gear that is not high enough to progress into heroic dungeons even if every slot is filled is a miss.
Gearing options exist that allow a character to progress above the heroic ilvl requirement which can be completed with normal dungeon gear.
IMO, the breakpoints between normal drops and heroic requirements should overlap (as they have for most of the game) such that a set of normal dungeon gear (maybe with upgrades) is at or slightly above the heroic ilvl requirement.

That still doesn’t make sense. Pointless “what ifs” are silly when the reality shatters those.
If people want to act like that… let that ship sink because clearly they are happier with their fingers in their ears.
And sometimes blues that are over ilvl 600 , usually for cheap gold.
I have found it difficult to get gear on my alts on world quests , if my main has done them already and is already veteran geared, it seems most of my alts will just get valorstones and resonant crystals. I think this is a warband reward bug that has never been fixed, but I haven’t really researched it enough.
Starter level, I would do Bountiful Delves at tier 5 with much difficulty you will get a veteran armor/ weapon reward.
If you are too weak for that , I would check the wordsoul quest and branns weekly quest , for a cache chest reward. They usually say something like " Do Delve X at any level"
I only do weekly world quests that open a special assignment quest to open the cache chest and get another piece of veteran gear.
A special assignment quest and a LOw delve will usually reward you with another delve key and veteran armor AND open a guild vault slot for a extra free veteran item Tuesday afternoon.
Which is why heroics aren’t the way to gear up in TWW. Why try when you can get ilvl 649 vault choices from soloing 8 and up delves. If the delve is bountiful there’s a chance for that level from the chest in the delve. You can go at your own pace and it’s really not that difficult. It’s been quite enjoyable and you never have to deal with “those players”.
