If you ignore a character on the forums, when hovering over the titles in a list of posts on a sub forum, you can still see the preview of the content from the ignored character. If you click into the post, it will be hidden due to ignored content. But if that same person replies further down, you can click to expand and view the hidden comment, but not the post itself. Also, if another player that is not ignored quotes the ignored player’s content in their post, you will see it all. Some of it may be a change or existing issue with the forum platform, but the functionality of ignored content seems inconsistent and should be looked into.
