So far there’s no plans for that.
But since that happened in Legion, many assume it will happen this expansion too.
I would always cap your Soul Ash just in case.

So if you look at the rune carver, he has 3 chains , the new has come off so now he can make us 1lego, when we take second chain off we will be able to equip 2, and soon 3. That’s my theory

Ok. I have seen multiple people create secondary legendaries in game not realizing they couldn’t equip. So, tiny violin going out to those people. Maybe blizz should of put that in a tooltip or something. Lol

While i am doing that, i have no doubt that Blizzard would make a different currency be required to craft our second one in order to prevent us using our saved up soul ash lol

You can already make a second legendary, but you can only equip one at a time.
So luckily your theory can’t be true.

If anything, they’d make a catch up to turn a current Rank 4 into something higher than Rank 4. Or raise the craft cost higher than the current Soul Ash cap?

Yeah we can make them now but i suspect that the ordeal we’ll go through in order to equip two of them will require more grinds, currency or gates lol
I already have 2, crafting the third next week…I just want be prepared to transmog the set when it become available

Sounds like making 2 or 3 may be a waste right now bro. Since you can only wear one, ash better spent upgrading what you’re using and make secondary later
maybe he is under the jailers control, maybe jailer put him there to help us
I don’t plan making any high endgame activity so, for me, is a waste of soul upgrade them.
they will likely make 2nd legendary something unlockable near the end of the expansion, after we get 2-3 raids. they will also likely add a way to raise legendary itemlevel even higher, as raid loot goes higher and higher.
Some of us have a legend that is better in Mythic+ vs Raiding…
