There needs to be a certain level req. someone new to the game may ninja and not know they did something bad. You can read lots of posts from people talking about how they didn’t know loot rules to start. If people report them it could end their wow career early. Then again that would mean no punishment for ninjas at low level. So what do you do?
Probably what we did in vanilla. Teach them the right way and if they don’t listen they get branded a ninja.
