No, I’m stating flatly that the primary reason pvp participation was high was due to the global pandemic that forced people to stay home.
Are you implying forcing pve players to pvp & vice versa = a well designed system?

But what I was also just getting at was that putting good gear in PvP would massively bump participation from the PvE crowd.
If it were up to me the final boss of every Mythic tier would be whole roster has to get 2.4k+ cr and maintain it.

I just think some amount of encouraged overlap is cool. An alt bricking delves and +6s having more gear than a gladiator main feels silly. People wanting to pvp for some pve gear and ending up liking it is cool, same thing with pvpers finally dipping their toe into keys and liking them.
Zero “tangible” progress makes branching out unappealing, I think.
