There was a permeant version of this way back when, actually saw one near thanksgiving a year or two ago.
I’m so down for the vampire cape idea though, we need more mounts like that; like a combo of the jetpack from mechagon and the blazing wings toy.
I already have wings just let me fly
I’d make the temporary one still just a drop and also add the permanent one myself. Have it cost a ton of candies or something. 
Though if I had to choose the options you provided…
Toy that makes any mount into a ghost I think.
This or maybe an ability to turn into a pet bat and fly around.
