Since this thread is about speculation, I will point out it could happen any number of ways:
I think a heavy focus on Talanji and the Zandalari could be involved. Or perhaps Gallywix or other Goblins being involved on the mercantile/tech end.
At Rastakhan’s funeral, Kiro says the Alliance has gone too far, and he pledges his people to aid the Zandalari in any way they can. That alone is pretext enough for a simple inclusion. Talanji can simply make the big request, and Kiro says “fo sho!”
Then there are more complex ways. Maybe Talanji becomes Warchief with Loa Voljin’s blessing, and she seeks faithful Allies to bolster her Horde.
Nisha says the Alliance are no better than Sethrak. Maybe Nisha walks up to Sylvanas and says: “I hear you killed the most Alliance out of any one around! I like that.”
Maybe Gallywix meets his match with the Vulpera as far as the art of the trade. Kiro teaches Gallywix that capitalism can be mutually beneficial.
Maybe a Vulpera merchant/pirate knew Gallywix’s parents. Maybe Gallywix has half a treasure map and Kiro has the other, so they work together, even though their views on mercantilism are different?
Maybe the Vulpera’s love for new tech and tinkering is noticed by Gazlowe. If Gallywix is given the boot, Gazlowe might step in as leader. Both Kiro and Gazlowe have mentioned a fascination with new tech, so they have that to discuss.
In the same way that the other allied races have. Vol’dun is still their home, but they are committed to the Horde’s cause.
How would it happen? One of two ways:
the vulpera initiate the discussions. The horde helped quell the sethrak threat and resurrected their loa - who, one can argue, is also the loa of the vulpera, as Vol’dun is Sethraliss’ territory. They also generally brought stability to their people and to Vol’dun. They saw the Horde defend them from the Alliance, as well, further cementing their trust in the Horde. Simply, Kiro may approach Talanji and have her set up an audience with Sylvanas, wishing for his people to join the Horde.
the Horde initiates. Sylvanas gets her champion to approach the vulpera and say hi, we’ve helped you a lot, please return the favour and help us save Azeroth from the Alliance (or something). They oblige, and join.
Easy to logic up. At this point, it’s very likely they join the Horde, and my money is on the vulpera initiating.
I mean the horde has seriously helped them i dont see why they woukd protest if invinted i hear the alliance even burns their wagons when the trandport stiff gor the horde.
i am not against playable vulpera i just don’t see what they can add to the horde war machine.
i think they are useless from a military standpoint.
Mini savage foxes of death is what they add and it will be glorious.
Another race for players to play, that’s what.
I assume Vulpera would be pretty good at setting up supply lines.
The Horde (and Alliance for that matter) isn’t exactly in a position to turn away willing meat for the grind- I mean, recruits.
The Vulpera are an enigma atm, because it does seem as though their story has sort of plateaud. Granted there hasn’t been much in the way of content outside of Naz’jatar and Mechagon for 8.2, but despite getting their homes burned to the ground in Vol’dun the little foxes do feel a little devoid of direction atm (which could change … it may not change, I guess we’ll see).
Honestly, thematically they do fit the Horde just fine I suppose; but I am getting serious Pandaren vibes from them right now (in that they seem so linked to their respective zone that I can’t imagine them having much relevance outside of it. Perhaps thats part of the reason I kind of dig the Kelfin.
The thing is, the vulpera aren’t even a “nation” so to speak, or even a singular group. They’re scattered handfuls of fox people, a smattering of whom are part of the generalized “Voldunai” that includes the non-hostile Zandalari exiles and the good Sethrak.
So there isn’t really a framework in place for them to join a faction as a group. The majority of the vulpera aren’t subject to a unifying agency who can decide “well, we’re all Horde now.” Heck, half of the ones running around in-game are pirate mobs in Kul Tiras.

Anyway, regarding OP’s question:
Vulpera go “yo we want to trade with you goblins to make stuff better for us.”
Goblins go “eheh we’re gonna fleece these mooks”
And then turns out the vulpera have some mercantilism chops that get around the goblins and their legalese and the goblins go “oh dang, they’d be useful on our team”
Toss in a ham-fisted Alliance attack and presto, Allied Race
Logistics are a pretty important part of war.
The Vulpera are from somewhere else. Maybe we will explore their homeland one day.
Kelfin are adorable though…to good and sweet for this cruel world.
Logistics is far more important to a large Warmachine than adding even more fighting prowess or big guns.
Just ask Hitler when we bombed all his factories, just ask Hitler when the Russian winter destroys his supply lines (bad logistics, also no winter clothes.) And effectively ended his advance into Russian territory.
They are a logistical asset to the horde.
The Alliance is fine. We still have more elves than we can count, and our high king isn’t invading Ironforge.

It wouldn’t take much, all the pieces are already there. If the Maghar can be made playable despite having 0 relevance to the current expansion then there’s certainly room to add the Vulpera.
