Why not? They both have more reason to be nuetral than Nelves.

The entire reason Nelves are in the dragon isles is because the Horde burned down their last home, there’s no way they would turn on the alliance over…a new tree?

allied races don’t have proper functional capital city, they only have starting location that is supposed to be their capital city in neutral spots but actually just a starting hub.

There’s no goal post that has been moved, babe. Nelf one of the main races; moving their capital outside of Kalimdor seems like a way to either make Kalimdor as Horde-only island or make them neutral. And comparing the main races to the allied races is just horrible.
