If I rob a bank, Do I get the keep the money when I get out of jail? That’s essentially what Blizzard is doing by allowing everyone that were banned to keep their levels.
I mean… if you were smart enough to hide it or put it in some secret off shore bank account.

I would look more to people who commit white collar crime for this answer. I would say this is a closer analogy to what happened.
They should roll back the XP gains, but that’d cost time, manpower and money.
I bet the only reason they banned people for this is because it cut into their ability to sell character boosts.

I guess it just depends on how well you hide your buried treasure after the heist.
Blizzard only suspended people to put on a show and make players think they are actually punishing people for doing wrong. They should start suspending these botters to show they mean business.
It has already been explained why they don’t suspend botters right away. Normally they see how the bot is working, then break the bot, while suspending people found to be botting. If they start suspending people before they figure out how the bot works they would never be able to break it.
There are literally hundreds of working bots at any given time, having 1 suspension wave a year on the premise of of “breaking a bot” is probably the worst argument you can come up with.
Give players real punishment and many will stop cheating. We all know cheating only results in a suspension, so there is no real fear to using bots or other cheats.
Edit: when I say there are hundreds of working bots I don’t mean hundreds of botting characters, I mean hundreds of bot programs.
They do more than one bot ban a year. Also Blizzard found that banning does not work because people will just make a new account. Suspensions are fine but I do feel they should delete the characters found botting and remove all gold, gear, achievements, and etcs from those characters.
They don’t ban. We haven’t had a ban wave since MoP.

I tend use ban and suspension interchangeably I apologize if that has caused confusion but my point still stands.
If the amount is not worth the effort to try to recover, maybe. By suspending these players they’ve negated their ill gotten level gains. By the time they get back they it will have taken them longer to level than to have just done it without exploiting. Maybe it’s not worth the effort for Blizz to go though every suspended account and figure out just how many levels were gained on each and every one.
If you hid it and don’t go spending it like you’re a millionaire when you get out then yes. Got to keep it low key and do not hide it anywhere near property you own. Have to hide it in multiple spots also so if one is found you don’t lose everything. Plus if someone sees where you go they might start looking so make each spot only have a couple thousand that you can grab all at once and not raise suspicion. Be smart with your stolen loot.
