An interesting scenario. One day blizzard decides that anytime someone gets in trouble they have to pay a fine instead of getting suspended. The size of the fines is based on how much money someone spends on the game, how serious the violation was and also the account history of the person. Fines are always in real money. Not gold. Few examples of fine sizes for someone who spends an average amount in wow:
- 5 dollar fines for lowkey bad words. Any sort of hate spreech goes up to around 100 dollars since hate speech often results in a final warning.
- Exploits botting etc results in a roughly a 250-500 fine since people who bot often have lots of money.
- Zone disruption griefing etc. Maybe around 20 dollars.
For stuff that is illegal or things like stalking and harrashing though results in permabans since these people straight up shouldn’t be around.

Can’t they have some sort of clause in the TOS that is like"If you do x and x you owe such and such dollars". I’ve seen companies with stuff like this.
I mean, nothing illegal about it really. It’s semi already a system, people buy new accounts to keep playing. They can’t force you to pay the fine by any means however, but they could block you access to the game until the fine is payed.
All depends on the contract that you agree to. The Terms of Use and Code of Conduct would be used to enforce something like this. You have to agree to both in order to play. Whether you read them or not, they are considered binding contracts.
And don’t forget bliz can change the terms of service at any times. Besides. I think business watchdog agendas like the FTC and Osha would be sympathetic since its aimed at trouble makers. Not well to do people.

There has always been a level of debate on rather a ToS or EULA could actually be held up in court or not. There is a few missing factors to make it legally binding, first and foremost being there is no way they can verify the account user is actually the one that signed the contract. And simply playing = you agreeing to the contract is questionable.

I feel like it sounds like a good idea, but ultimately serves the exact same purpose as a ban, because I don’t think many people would want to “pay” to get their account back. Also, it would make Blizzard seem to be even more cash grabby because you can bet things would be stricter just to get more money off players.
Overall nothing good will come for it in the long term… although I guess Blizzard doesnt care for that anyway.

No fun at all. Make it fun. If a player is cheating or harassing people, flag their toons to get random debuffs, rocket-boots activating at random times, random stun locks, random fears, gear randomly swaps out with items in inventory, everything player says comes out as “You no take candle”, randomly agro neutral NPC’s and so on.
Pretty sure I would opt for the ban over paying them more money…
