Or will it be SoD, retail lite-- all over again? People want classic+ wilth new quests, finished classic storylines, new zones, new raids etc, with QOL changes like dual talents, instant mail, and maybe some tuning for specs like ret.
Do you think anybody can find; let’s say 10 – people who can agree on what they want for Classic Plus?

You know deep down this is how it will go.
Why?
Because Blizzard Devs are power gamers who do not have any comprehension for restraint and class design that does not involve facerolling the keyboard to get numbers go Brrrrrrrrrrr bigger!
Its just kinda what they do now, they simply dont know why other way, and it doesn’t matter how you explain why this always fails; they will always echo chamber their reditors and content streamers who depend on that style to bank on twitch simps.
I know that characters being power level “vanilla” sounds boring on paper, but the fact is; Vanilla sells and the rest of the stuff that is put out never seems to add up because it lacks one important thing.

It will be for sure better than the dogsht pservers.
And that is why vanilla servers are for the most part dead. Like 95% of the servers are dead. So naturally they will be looking at that and what changes can be made for a classic+ that would be appealing for the masses.

Blizzard already did Classic+ There are literally Classic+ WoW SOD ERA servers available for you to play right now…
That was the Alpha/Beta test.
It was clear they were just throwing stuff at the wall to see what stuck.
They recently(a few months ago) did a survey about potential Classic+ Features.
If it has 10+ layers it’s automatically worse
You already know it’ll take 3 months of mass bot swarms to destroy half of the game from the inside out
Thinking otherwise is cope
And they were all garbage and none of the suggestions are why the game is good in the first place. They legitimately don’t understand why and how the game is fun

OP’s question is hard to answer, but broadly speaking, it’d be, “No.”
I say, “No,” because Blizzard can’t please 100% of the players whom are interested in a Classic+ experience.
What Blizzard can do, is aim to please the majority, but how many players make up the majority? If there’s 1,000,000 players interested in Classic+, and about 100 predominant ideas of what would make it good, then Blizzard is looking at around 10,000 possible interested players. Out of a million? Not great.
To put it bluntly, Classic+ won’t be for the Classic crowd. The overarching sentiment amongst Classic players is #NoChanges. Classic+ would bring about changes.
Going by the survey that went around a while ago, I don’t think Blizzard’s idea of Classic+ is targeting the existing playerbase at all. It feels like it’s meant to be a soft reboot of the franchise in a way. It’ll take us to the classic time period, but give us a modern game with the systems expected of MMO’s in this day and age (transmog, collections, housing, etc…).
Classic Players won’t want to play that.
Retail Players won’t want to give up Retail’s massive catalogue of content.
Classic+ would therefor be aimed at NEW players, a younger audience, made up of players whom are intimidated by Retail’s MASSIVE (and ancient) content, and turned off by Classic’s archaic game design.
That’s my two coppers, at least.

Remember how sod came out and not a single thing in the entire game was play tested, and how there were constantly numerous wildly game breaking bugs that took days to weeks to fix?
