Limit the number of spark of ingenuity item crafts/recrafts per week. Something really low, like 3. As it stands, only a single crafter with a monopoly on an item or quality will make money. Once there is competition, artificial scarcity goes away and commission prices go to zero. Limiting the number of crafts per person makes every craft valuable. The gigacrafters can still charge a huge premium on their exclusive high quality items, and low-level crafters can make money and skill up filling orders for people that can’t afford the highest premiums.

Remove unlimited crafts at the end of the order time limit. As long as unlimited crafting exists, there will never be a demand for lower quality items. The choice will only be between paying for rush max quality crafting or paying nothing and waiting 2 days. As we get further into the expansion the demand for high quality items will drop and the supply of high-level crafters with rare recipes will increase, making recrafting commissions more affordable.

Allow minimum quality choice on public orders. This has been suggested already but it needs to be implemented with the first two suggestions or else lower quality options may as well not exist in the game. Make current commission offers at each quality tier visible to anyone placing an order.

Lower material costs for public orders. Besides the niche case of requesting BoP items, the crafting order system is generally worse than buying on-demand at the AH. It’s usually more expensive since items tend to be sold on AH for less than their material cost, and it’s slower. It makes sense, working with the Artisan’s Consortium improves a crafter’s efficiency, and the consortium gets a cut of your commission. RPers win, too.

Add a weekly quest to place X orders. There are some useful items to order currently through crafting but no one seems to care. Give more incentive for people to try it out. Even if it means placing 5 orders for shovels.

Add a low chance for grey recipes to skill up when filling public crafting orders. Or, a quest that rewards a profession skill point after X crafts. This will give crafters that are stuck at 65 skill without desirable recipes the ability to continue to level up. But fix the system first so orders are available.

More BoP recipes. That’s it. Just add more things to craft that can’t be put on the AH. Preferably consumable.
