I’ve downed heroic sludge fist probably 10 times or more and this hasn’t dropped for me is it bugged? What’s the drop rate on this…? Can I get it through pvp means or another? This is ridiculous.
You can get it from Venari’s upgrade thingy for 1900 Stygia + your luck
The possible options for getting it that high are: grinding Ven’ari rep and spending 19k+ stygia depending how how many conduits you have at and/or below it’s level, grinding Sludgefist until you absolutely hate the fight and any fight after that’s like it gives you PTSD, or M+ Plaguefall. Maybe Vault too if it can appear there, which of course will mean you have to full clear raid and do 10 15+ M+'s for best odds.
No other way than the Stygia nonsense but frankly it’s just not worth it. Conduits lose a ton of value beyond ilvl 200. From that point on the upgrades will yield below 1% overall DPS for the vast majority of conduits. In the overwhelming majority of cases the DPS increase will be far less than what you get from having another socket for example.

I got my Icy propulsion 226 after upgrading all my conduits to 213,then it took 4 more upgrades to get the 226 version.The icy propolsion conduit doesn’t lose its value after 200,check bloodmallet.
The difference in CDR between the 200 and 226 versions is less than half of a second… given how much time and effort you have to put into farming it and the ridiculous amounts of RNG involved it is most definitely not worth it. Frankly, anyone who went back and forth between the Maw and their sanctum to turn all the conduit upgrades in, never mind grinding the Stygia, is I am sorry to say nuts. The entire conduit upgrade system is a cancer.

Right, it’s .15 seconds per crit. If you’re getting a few dozen crits during Icy Veins, that’s several extra seconds of CDR, which is pretty solid for a conduit.
The numbers ultimately only matter if you manage to get an extra IV cast in the fight.
Dont apply any conduits that you dont need. There are 3 conduits you get from leveling that you have to use. Only add in the conduits you want to your conduit pool. Keep deleting the rest as you loot them. Spam Venari stygia and upgrade ur conduit your chances to upgrade the one you want go up exponentially. if you have already rightclicked conduits as you looted them then gg

Fair warning that this doesn’t work.
If you don’t have all your conduits unlocked/learned, Venari’s item will discover one of the missing ones for you, until you know all of them.

I’ve heard of this happening and it feels like a cruel joke.
Can absolutely confirm as I’m talking from experience. I rolled a 2nd mage because cov swapping is a massive PITA, thought I’d be slick but Venari was like nope.

It happened on my demon hunter yesterday where the Roaring Flame one just popped up.
