EDIT: heck…come to think of it even Orcs might have a claim since it has spikes all over the place. All that Ice Infernal needs is a mud hut on his back, an auction house and a mailbox and you could call it mini-ogrimmar.

Yes there are ice planets under the domination of the Burning Legion that these are formed at.
I think we can say that this one is -put sunglasses- a cool demon.
But seriously, it’s still totally possible one of those exist, considering Kil’jaeden used a block of diamond hard ice from the far reaches of the Nether to encase Ner’zhul’s spirit inside, it’s not to doubt the Legion could have made infernal versions from this ice.
Of course unless Blizzard retcon this too and pull something like “You expected to be Kil’jaeden who found the ice, but it was me, the Jailer!!!”.
