Since Thermal void is a level 100 talent and Ice form is a PvP talent do they cancel eachother out or does thermal void help ice form? its not clear at least to this frost mage beginner.

It does extend it. You can see this by selecting both talents and hovering over ice form.
it extends the duration, but the whole point of Ice Form is to build a big Glacial Spike, so… picking Thermal Void would defeat the purpose. You will, however, be immune to stuns for longer (assuming they have no Purge).
