I was under the impression that 58 was the minimum to get into an Expansion; is this no longer a thing?

I nailed 58 on my rogue, but no prompt for quest to get to dragonflight. Am I doing something wrong, or did blizz revoke this opportunity?

Dragonflight requires 60 to start.

They haven’t really been consistent about if you start at the previous expansion’s max or 2 levels lower.

In fact, early on in the beta for Dragonflight, the required level was 58, but it was bumped to 60 before release.
