well, technically, the aspects of the dragons are lizard people. they are often depicted as humans or elves with dragon horns. example, soridormi, the consort of nozdormu (both are bronze dragons)
remember alexstraza and ysera? elves with horns, though nozdormu doesnt have visible horns. black dragon aspects such as netharion, onyxia and wrathion, dont appear to have horns when in their non dragon form, nor do gnomes like chromie or half elves like kalec (kalecgos).
so you could refine your request to be like the dragon aspects or even like dragonkin, such as the drakonids
