Because nothing would upset elf players more than being forced to play with them.

YES.
I wanted to play a Withered the moment I saw them in Legion. I was crushed when they turned back into generic pretty elves. So much for anything distinctive.
Even if they weren’t technically Withered, what with those guys actually being feral and rabid, having a character that looks well on their way to that fate is already more interesting than yet another elf. I’d have gladly rolled up a Nightborn Mage if he looked like he really, really, REALLY needed that next mana fix.
