If a plate piece drops on my rogue shouldn’t it be available for transmog purposes on my plate wearer?
Yeah you misunderstood what that means.
If you can’t equip an item (BoP or armor type appropriate BoE) then you can’t add it to your collection.
Been this way since July 19, 2016.

Nope it’s not. I wish it worked like that. Leather wears can only unlock account wide leather mogging, clothies with cloth, plate wearers with plate, and mail wears with mail.

You can only unlock appearances on characters that are able to actively use that gear.
Can’t unlock plate appearances as a leather class and vice-versa.

What if it’s a set piece but the same armor type? Like a DK tier set but you loot it on a warrior?
If it specifies a class on the item you can only use it on that class, but many sets have lookalike items from the same raid you can get
The rule is that you have to be able to equip it on the character that gets the drop and it has to be your primary armor type (for armor).
OK so my Mage has a bunch of cloth items, but they don’t seem to be available on my priest. They are not set pieces / mage specific either. Am I missing something?

Couple questions; Are the mage and priest the same faction? What’s the level difference between the mage and the priest? I’m only asking because I’ve run into similar issues when I rolled a troll druid. Certain appearances I knew I had didn’t show up until I levelled that troll a little. Same with a belf hunter I rolled not having certain items I knew I obtained on a worgen hunter. I chalked the discrepancies up to the factors I mentioned, but I’m not entirely sure if that’s what it was.

It should. but it doesn’t.
The only other thing I could think of is maybe the items aren’t transmoggable? For instance I remember a couple years back I bought one of those monocle eye pieces from the AH, totally a cosmetic item, but can’t mog it. It just ended up being a waste of a couple hundred gold. The whole transmog system can be… weird sometimes.
No because you cant equip the plate to collect it on your rogue
I wish they would change it, at least for legacy content.
If it drops and you don’t have it collected, it should add it.
