Mobs don’t scale to ilvl.
That functionality was added during Legion but players complained so Blizzard reverted the change. They never added it back.

Thanks for putting it into words, I think noticed more when I was trying to help a friend level up. It felt like we were on the same power level when it came to killing mob.
Feeling that the world is being artificially boosted to fight me is anything but immersive.
To each their own.
Enemies should always feel threatening in my opinion.
There should always be enemies that are threatening in my opinion, but see no reason why every single mob should be that, makes it seem like your character is not actually progressing withing the world, just the game systems.
I prefer mob scaling as it gives us more options to not follow such a linear track, and makes more of the open world viable. I hate when only 5-10% of the world presents any challenge.
Been like this for years still not fun.
One of the main reasons i am taking my time but my shaman already feels that scaleing creepying early this time around.
What challenge all i see is mobs taking longer to kill and barely do any dam to me so far.
Eh it is lazy to keep mobs as they are and make you OP in low level areas.
