Several om my characters stopped leveling at 70. Is that my subscription limit

No. It means you don’t have The War Within. You need the newest expansion to level to 80.

Rigatoní is correct that it is because you haven’t bought The War Within, but Blizzard does call that your Subscription Level.

With game time alone, you can play any expansion up to level 70, and any of the Classic vertsions as far as they go, but to level a character above 70 in Retail, you need to buy The War Within expansion.
