I would love to know too. I don’t raid or m+ on this toon and the highest I’ve been able to get is 255, that’s with buying a couple of BoEs as well. I’d love to know how to get to 290 without raiding or m+.

I ran assassin for a long while solo . I wouldnt do it again.
BM hunter has got a great tool kit, brain dead easy game play and mows mobs down dead even before getting the god gear
Rogue would be fine if it had a pet to do all the tanking too 
I remember how well I could solo even big rares in Legion with my Sub Rogue, being a casual and new player, thanks to the Legendary Will of Valeera. Feint reducing damage, without cooldown (just energy) AND regenerating HP was amazing.

You dont have 2 characters at ilvl 290+ by soloing and not doing group content.

That being said, rogue / mage are the 2 worst soloing classes in the game for anything challenging or intended for groups. If you are overgeared, or doing solo intended content, then sure they solo very well.
Rogue is fine for solo as long as you play it LIKE a rogue; as in, stealth by things you don’t need to fight, sap extras, and don’t try to be a leather clad fury warrior.
turn war mode on. a set of 1400 rating gear gets you to like 296 (in world content) its also 285 in other pve content so its not too far off of the 290 mark for virtually no major effort. higher than that will take some work though.
