The frustration of trying to deal with this makes me want to take a nice long break. Way too many glitches, I’ll bet I spend an average of 60 minutes a day looking stuff up that turns out to be broken.

Edit: in an obscure comment to comment, I found this solution. It only took 20 minutes this time.

Take the portal from Dornogal to Azj-Kahet, and the quest giver will be there on the other side

Thank you, I had the same problem. No idea why it showed the quest marker way off in a random building in Dorn.
