Possibly unpopular opinion but I think getting a legendary should NEVER be RNG based. You want to make the upgrade stuff be RNG? Totally fine, but do not gatekeep the actual item behind “better luck next time, heres a token to raise your chance to get it by .5%”
Edit: Granted the token is better than nothing, but still
Crafting 10^100 items just to be able to craft rank 4, or spend millions of gold
Then spam Torghast until your eyes bleed for soul ash
Then grind whatever random content you need to find the memory you want.
Then repeat the above for every alt.

I liked the Legion legendary system a lot. It captured that Diablo-style fun of random loot.
I also completely understand why it sucked for people pushing tough content. For us scrubs? The system was great.
Sadly, every warrior, paladin and DK who doesn’t have Fyr’alath is behind about 8%. I got mine from my 15th H Fyrakk kill. Anyone just now starting the grind is in for a rough ride.
You had to do torghast like 4 times per patch to make a maxed legendary it wasn’t that serious.
I guess unless you somehow couldn’t do more 3 floors at a time
