I installed the latest (5 minutes ago) and restarted the game. I still do not have the overlay option, and when I /npcscan to open the interface, the interface extends above and below the WoW window, and I cannot go to the top or bottom of the interface, cannot even see the tabs at the top of it.
a) is there a way to scale the NPCScan interface so that it fits in the wow window?
b) what could be the problem with overlay? It is not available as an optional addon to load.

edit: looking at the NPCScan interface, it looks like it is displaying at a higher resolution than my screen, and therfore the window extends from top to bottom of the display, overlapping even the wow window/screen.
Haven’t used NPCScan in a minute, so I do not know how well this advice will take - I will try to approach from the UI side.
I would recommend (based on your edit) to fumble around with your in game monitor settings. If that doesn’t yield anything beneficial, I would recommend getting the addon “MoveAnything” - this puts little “movers” and “resizers” on all windows and allows you to scale up and down as needed - really handy for situations such as the one you are in.

I use it and never had this issue. Sounds like a scaling issue with your UI. Check your settings. Pretty sure there’s a default scaling option in there you can tweak.
There is a workable update for NPC scan finally?
NPC scan has never not worked for me so…yes? Else you can use Silver Dragon which does the same thing anyway.
MoveAnything does not appear to have the ability to move or resize an addon interface. It looks very useful, but sadly it won’t help with this problem.
I have tweaked system display settings, but have only been able to see the bottom set of tabs, still cannot get to the top of the window
For some reason NPCscan stopped working for me when BFA came out. Downloaded silver dragon, which works fine, but I do miss the overlays. Made farming that dragon in storm peaks a hair shy of psychosis inducing.

I cannot use the /npcscan from the wow window, however I am able to use the interface window to get to it. I’ll just go with that.

Sorry, what overlays? Both add-ons throw a popup if that’s what you mean?
Npc had colored swaths that it put on the map to show you spawn locations and patrol paths.
Have you tried turning off all of your other addons to see if it displays normally?
