Same issue - made extra so I could pass them around on alts. Lost them all.

Lost all my cloth too. Had around 300 that I was going to pass around to alts and then sell the excess.
Mental note: forward excess to alts before turning in quest.
Too late to help those who uncovered the bug the hard way, though. 
They should be able to return lost excess once they fix this issue, so I’d recommend putting in a ticket. Big yikes on this even being possible though.

There is a decent chance this behavior is also affecting other quests, such as the “intro” quest to Spark of Shadowflame which led us getting a full Spark during the first week of the patch. This person (Missing splintered spark of shadowflame) reported the quest only giving them one spark fragment back, but it really sounds like the quest actually consumed both fragments they had (i.e. all) and they ended up with 2 in the end because that was the quest reward.
