The earthen guardian in Boralus doesn’t have this quest. I tried going to Silithus as well. I’ve completed this quest on multiple other characters, but this one can’t see the quest. I used the skip introductory questline on this char for BfA and I have completed the DF introduction. I’ve searched the forums and tried what they suggest, but nothing works. I don’t actually need the heart of Azeroth, I’m trying to get the BfA world quests.

Try using wowhead quest tracker. That might help you figure out if there is a quest your missing
pretty sure you can’t do one without the other, considering many of the world quests require the heart.
turn on low level quest tracking, go take a look around the Stormwind docks

Once you did the skip, did you still do the quests for the tour of the city? (The character will have the “Welcome to Zandalar” or “Come Sail Away” achievement if they did.) If not, finish those quests. The BfA intro isn’t considered done until you’ve triggered those achievements on the specific character and so other stuff might not work right. Those quests are not part of the skip for either faction.

The Dragonflight intro and BfA intro are the two possible sticking points I know about. (Well, that and level, but if you’re high enough for the DF intro, that’s not an issue.)
It’s a long shot, but is there any way that you might have done the quest back when BfA was current and stashed the neck in your bank? (Back then you got the neck before you did the BfA intro quests.)
If it’s the character you’re posting on, Wowhead is showing the BfA intro as done, but not the Dragonflight intro. (Specifically “The Call of the Isles” and “To the Dragon Isles.”)
