Ok so I hit level 60 while doing the campaign in Ardenweald but I cant queue for any dungeon in LFG. I am tank/dps. My current ilevel is 140. When I point at the lock on one of the dungeons in the dungeon list that I must complete a quest before queueing for that dungeon.
What did I miss here?
I cant even queue for dungeons that I previously had access to. I have been doing the campaign on each successive zone.
The current dungeon lockout system is a huge disincentive for continuing to play the game after reaching level 60. Instead of being rewarded for reaching level 60 by gaining access to starter dungeon content, I am punished by being locked out of it.
I’m just guessing, but maybe you need to choose a covenant?
Or it might be your iLvl is a bit too low.

There is your answer. I cant get into dungeons that I previously had access to.
I just got off work, so I’m tired so I could be wrong on this. But if you aren’t in threads of fate the leveling dungeons Necrotic Wake, Plaguefall, Mists, and Halls of Attornment all had level values attached to them. So if you haven’t finished the main story line that’s probably why you are locked out of some of them. It’s because you are too high level for them, they should re-unlock once you finish the main campaign.

The first two zone instances lock at 60 as your to high of level.
To enter heroic you need a set ilvl so those are locked.
To enter the instances you need to unlock the zone they are in for reg mode this is why the higher ones are locked as your not yet in those zones.
You really don’t want to be doing instances while leveling thou should just focus on getting that main quest done.

Sadly another example of Blizzard deciding the best way for us to level.
Not that playing through the “main quests” isn’t worth it, but WoW has always been a game of “choose your own adventure” when it comes to leveling, yet this time Blizzard double downed on “do it our way.;”
Dungeons are locked after you leave the leveling zone until you complete story quests. Heroics (which I don’t disagree with) are locked behind Ilevel requirement.

Dungouns are not locked after you leave the zone. They only lock when you out level them as has happened since the start of the rdf every instance has a level bracket when your beyond it they lock has nothing to do with leaving the zone. If you want to complain at least get your info correct.

I went in and checked, and yes each dungeon in each covenant became locked once I moved on from that zone… Could it be because each new zone is introduced at a different level in the leveling process, maybe… but literally within one level, the normal dungeon I ran yesterday was no longer available today…
Also, since all “normal” modes became available after completing main story quests, I don’t think I’m wrong here.
Blizzard has clearly changed the way dungeon access works through the leveling process this expansion.
Maybe before you try to call me out for complaining, you understand the changes.
Also, “out-leveling” a new dungeon within the leveling process of the expansion it was released in, is dumb. Seriously, dumb. During legion, I leveled through ques on many alts… and wasn’t locked to one dungeon per level (ironically the dungeon within the zone I was running, like I am in shadowland.)

I am unable to raise my ilevel because I am locked out of all dungeon content.

Sure you can. I only did 2 dungeon runs while leveling 50-60 and none at all since hitting 60 and my iLevel is currently sitting at 166.
For starters, blacksmiths craft a set of 151 blues for plate wearers that become usable at level 60 (the Shadowsteel set).
Second, the faction quartermasters all sell gear. There are 164 blues at honored, which is not hard to get just from questing through the zones & running some world dailies. Revered & exalted unlock even higher level pieces, but I’ve only gotten one faction past honored so far.
Third, your chosen covenant’s Armor Trader sells set pieces that become available as you progress through the covenant storyline. They start at iLevel 151 and are upgradable. I have 3 of the Night Fae pieces so far, they’re now iLevel 171.
Fourth, world quest rewards. These increase in iLevel as you gain renown with your covenant (first increase is at 10 renown). I’m currently getting 158 to 168 level gear from them, they’ve been particularly helpful in upgrading rings & trinkets.
Finally, if you unlock the Mission Table for your covenant, you’ll get the occasional mission that rewards gear. I personally haven’t gotten many upgrades from that, but it might just be because I put more effort into the other options.

So finish the storyline campaign. I don’t think you’re going to get anywhere in this expansion without getting that done first. Since you’re already 60 you can skip all the side quests for now & just focus on the storyline. Once that’s under your belt you can start doing world quests & work on getting the covenant gear.
