I’ve quested to 80 then tried a raid and won a roll. I went to the city, and just don’t have pheromones so the vendor won’t talk to me.
What do I do?

There is a vendor in the Burrows for trading the token for tier. You can use Wowhead to look up the specific location. Good luck.
I’ve found the vendor using Wowhead. That isn’t the problem. The problem is that the vendor won’t talk to me.
How much have the quests have you completed? Did the wowhead comments mention anything you had to complete in order to allow that NPC to not be hostile, if just to get to interact?

Wowhead did not give any specifics. Indicated that the prerequisites should have been done well before level 80. Said that sometimes the buff drops off without explanation.
Which is why I came here after multiple google searches.
