you have to buy flying for each expansion. some require achieves as well.

For one expansion previous, you’ll still have to unlock flying through whatever means applied in that expansion. For BFA, you have quite a lot of work to do with Pathfinder to unlock flying.
For two expansions previous, flying should be unlocked for you regardless.

This isn’t correct anymore. Everyone gets flying up through Legion with one gold purchase. BfA has an achievement for that one and SL is 9.1 campaign chapters.

The only expansion I cannot fly in is BfA. I just never bothered to unlock it.
