Eventually, in any remotely sensible setting, the “downtrodden underdogs :(((” are going to get sick of being that way & engage in high politics aimed at elevating their position.
That was literally the entire arc of Garrosh, but a certain vocal minority threw an absolute fit over fairly logical faction evolution.
