( Other than “Because its cool” ) why are there clouds in Hallowfall exactly?

Atmospheric phenomenon, can and do indeed occur in underground biomes irl, so it’s not at all out of pocket to have weather in Azeroth’s tummy.
I’m not a scientist or anything, but I’m assuming it’s because Hallowfall is just that massive it has an environment capable of creating clouds. Afterall, it’s basically just frozen water vapour, crystals, all that jazz. Maybe it’s really cold up there lmao.
From a quick look, it’s basically just cooler up top than it is on the bottom, and with rising humidity, that can form clouds.
Large bodies of water can create their own weather systems.

Well not just large bodies of water – subterranean weather overall is just really sick and kind of spooky. You can see some videos of folks exploring these massive cave systems that are barely 0.0005 percent the size of Hallowfall having these cloud layers on top. Something about it kinda freaks me out, dunno why.
They say that there are buildings so big that they have their own weather conditions. Something about breathing and humidity from the lifeforms in them.
there can be ‘clouds’ in stadiums and hangars, too, if they’re big enough.

When the lights go out it’s total darkness, your eyes don’t adjust, it’s just black.
Super easy to get panicked if you get stuck too, but for sure a wild experience.

You can get clouds in a chamber that’s big enough. They used to have rain showers inside the VAB at Kennedy Space Center, because the building’s interior was so damned big. Maybe they still do.
Yeah it’s really cool. There’s this video of these folks exploring this massive cave on reddit, and there’s just this thick layer of clouds on the ceiling of the cave. It’s so thick there’s a very clear line between clear air and fog air when they push their camera up into it. It triggers a weird thing in my brain but still sick!
Clouds form anywhere water vapor rises and cools to the point of forming a liquid droplet instead of a gas. And dust! There has to be tiny particles for the tiny drops of liquid to form on. It’s not odd that there are clouds in a gigantic subteranean cave world. It’s expected.

Clouds are caused by water vapors suspended in the air. You can make clouds indoor rather easily is you want to test this, and its an issue with large indoor spaces like enclosed sports stadiums. As the water vapors aka clouds can cause problems with the materials making up the ceilings of such structures.
So because there is a sizable body of water in that cavern, and because the air is warm and moist, and the ceiling is so high you get clouds.
In general caves are not affected so much by the outside weather conditions. However, Son Doong Cave, the largest cave in the world, creates its own weather and temperature system, due to the underground river, large passages and large dolines, dolines are large sink holes…
