I am having this same problem. Opted to do Legion and now want to move on to BfA, but no one has a starter quest for it…

I haven’t used Chromie to get into any expansions. I talked to her just long enough to see what she had available and that was it.
Is everybody switching to the appropriate timelines to see said quests? I’ve seen many have this issue but I haven’t had this issue at all.
Anduin doesn’t matter. On Thursday I was able to pick up the quest on a level 33 character. I also saw the quest on multiple characters ranging to 10-35ish. While you are on the quest, Anduin and the war council will be phased in the keep.
Chromie doesn’t have any option to revert back to a “current timeline” or to switch to BfA content. And it shouldn’t be necessary, I was able to pick up the quest prior to yesterday with no problem. The horde equivalent by their mission boards works fine as well, for any character ranging from 10-50. It’s an Alliance only problem.
What? That’s not even remotely true. You should be able to start questing in Boralus as low as 10, just as Horde can go to Zuldazar starting at 10.
So I hopped on an existing low level Horde character to see about starting BfA on them, and with how OBVIOUS it is to start on Horde side, I’m thinking that it’s gotta be bugged or temporarily removed for an existing low level toon on Alliance. Hopefully that’ll get fixed soon. sigh
For the horde it is the guy near the quest board… I would imagine alliance is the same.
Plus the quest banner thing in SE and Org only shows three options at a time, it should show all the options.

Yeah, but here’s the deal, all of us encountering this issue made our characters BEFORE this “Exile’s Rest” nonsense and the level squish. Now that we are leveling alts made beforehand we can’t start BfA because Blizzard yoinked Anduin from Stormwind because they thought, “Wouldn’t it be cool, huehuehue.” Now we’re stuck, unable to start BfA content and get our Heart of Azeroth because of a huge oversight on Blizzard’s part that they don’t seem to think exists because they don’t play their own game.
At least not as Alliance anyways…

Any word on this getting fixed? My level 10 Kul Tiran toon is stuck with no quests, wanting to do BfA. No quest on herald, no quests in Stormwind.
I had to try a few times to get the starting area I wanted - I took all the quests on the call board and then clicked it again and more quests showed up. After three tries I got WoD (lol).

This thread is about getting BfA going, so your experience is irrelevant.
Not really, it was an example of getting to the zone you wanted by cycling through the available quests. Thus the multiple tries of accepting quests to clear out the board.

what happens when the board is empty… its a luck thing if an existing toon can get the Tides of war quest, and even luckier if you can share it. I did it once on an existing Void elf DK … havent been able to reproduce nor have I been able to get allied races on it. Last night in trying some things it seems the game things that they are still on a Class trial (at 10) and without the proper phasing for Anduin reduced to only using chromie time and not guaranteed to even be able to open BFA at 50

I know it’s… a mess. I was only trying to be helpful because it worked for me but it may not for others (which is wonky).

I just deleted the level 1s that I had created and recreated them again.
