In order for OP’s suggestions to happen, they would have to remove the weekly lockout from raids. Something that has been in the game since the beginning.
The restrictions on Azerite from dungeons are there to bring M+ gearing SOMEWHAT in line with gearing from raids.
I say ‘somewhat’ because M+ is already vastly superior to raiding, on a ridiculous level. M+ is infinitely farmable, and thanks to Titanforging it drops superior quality items than even Mythic raiding, given that it is infinitely farmable.
Remove the weekly lockouts from raids to make raids infinitely farmable, and sure, the suggestions would be fine.
Otherwise? No way in hell.

No, these are not hotfix worthy changes. Actually, these aren’t even worthy of implementation.
Residuum is a M+ currency, you should not be able to get that currency from lower content, regardless how small an amount of it. Also, it’s a bad luck protection system, not a vendor system. It’s not meant to be infinitely farmable.
Gear in BFA is already stupid inflated, which is why raider io exists in the first place. This will just make it worse.

Adding a vendor would make the RNG go away. RNG that GD has a problem with.

A highly limited one, hence the thread.
It’s meant to be highly limited. You aren’t meant to acquire 415 azerite gear easily, you definitely aren’t meant to acquire it by farming heroics.

M+10+ running would be a lot faster. Heroics are meant to be the snail’s pace.
So you think they should add things like boots (which DO drop in M+) to the vendor, because obviously everyone is going to spend their limited currency on those, rather than the items that DON’T drop in M+ (like Azerite gear).

being able to buy trinkets: yes. sockets cost more
hell put weapons on them too. why not? would take many weeks to be able to buy something with a socket and ilvls
