I didn't buy Shadowlands, Can I get Covenants now?

With the prepatch can I get covenants now? I never bought shadowlands expansion.

I can’t find the quest to get covenants tho.

AFAIK, yes you can, Shadowlands is part of the base subscription now, but you have to complete the main storyline quests through all four zones (ending in Revendreth), just hitting 60 isn’t enough to unlock the Covenants. Unless you did Threads of Fate in which case go back to Fatescribe Roh-Tahl in Oribos for the next step.
