I can't see the world quest for the ach: "Children's Entertainer"

I used to do it all the time with my alts, now I don’t even see
it with any of my characters at Mereldar for 2 weeks now.
I know it’s available because I see players “phasing out” and interacting with the children,
But I can’t.
Why?

It doesn’t look like the world quest is active right now. Maybe the players are doing the Hallowfall questline version of the orphan quest?
