I don’t know why I can’t fly to Broken isles when I come

That aside, why is this on the DH forums? Do you believe this to be a DH-specific bug? Are you talking about flying as in using a flying mount? If so, do you have the Legion edition of Pathfinder (your armory seems to have character-specific achievements only)? Or are you talking about using a flightpath? Are you trying to get to the Broken Shore? Or simply trying to get to the Broken Isles as a whole? Because getting to the Broken Isles isn’t done via flightpath, there’s a portal to Azsuna it in your capital city’s portal room, or you can use your Dalaran Hearthstone (assuming you’ve completed the Broken Isles unlock chain, if you haven’t, you need to do that first. You can acquire it from your encounter journal or a hero board in your capital city on any character that is level 100 or higher).
My level is 110 and I have several mounts that can fly but I can’t fly

Did you earn the Legion edition of the Pathfinder achievement? To fly using a flying mount in the Broken Isles requires you to have the achievement Broken Isles Pathfinder, Part Two, which itself requires Broken Isles Pathfinder, Part One

These achievements are unlocked account-wide once earned (allowing all characters, even new alts, to fly in the Broken Isles), but you do have to earn them before you can fly there. If you did not play during Legion, or if you did but you did not earn those achievements, you will not be able to use a flying mount unless and until you do. That’s by design.
