I have a level 80 druid character. However, when I’m in Orgrimmar, it is in the Shadowlands timeline. When I talk to Chromie to change the timeline, there is no dialogue available to do so. Therefore, the capital has been stuck for a few expansions, with Grommash Castle closed, with the NPCs in front of it, and I have no contact with other players inside the city. I opened a ticket (US104266606) to see what I could do to change it, and what the GM Mokelath told me was, that upon reaching the maximum level, Orgrimmar should automatically be directed to the last expansion and lose access to travel between expansions with Chromie. And he believes, that case is a bug, so he asked me to register here on the forum.
Do the shadowlands intro quests.

I did. Did the BFA campaign and the Shadowlands intro, until I got to Oribos. It didn’t work. 
I’d suggest you post this in the Technical Support forum rather than the Bug forum, since it is a game problem preventing you from playing. There are blue forum mods there who can check out your character and see if there is a problem with it that they can help you fix.
I believe you need to do a few quests in Oribos before shadowlands phasing clears from your main city

Tech Support is about faults that stop the game itself from running or cause it to misbehave while doing so - not faults or a lack of progress which stop you from moving forward in-game when it’s running perfectly. This isn’t preventing the OP from playing; even if it may be restricting what content is available.
This simply sounds like a lack of story progress after having started the Shadowlands campaign. Simply reaching Oribos is evidently insufficient. Though there have been reports of alt progress being halted, which could be interfering - which would count as a bug.
Well if its an issue caused by his computer the technical forum would be correct but for other concerns probably Customer Support. The Bug Forum is just to report bugs, the mods rarely ever interact there to help out.
His computer couldn’t be blocking in game progress of a questline.
OP, do some more quests in Oribos until you get the portal back to Org. Its very very early on.
Also check to see if any other quests are there for expansion starts. I know Legion has been known to phase the area as well. Often picking up the abandoning a quest will not unphase, you need to finish the quest line.
You cannot change timelines after level 70. Chromie Time is just for levelling up.
Since you are level 80, make sure you have trivial and warband completed quests set to visible. You can toggle this with the filter icon near your minimap in game. By default they are set to off. This may help you see the quests causing the phasing issue.

What about Legion?
I recently finished it, but it didn’t work. The GM said that what he could do would permanently damage the character and I wouldn’t be able to play with him anymore. The solution I found was to delete it and create another one. But I will do this in the next season.
