I can't cast frost spells on water elementals, but my fireball works underwater. Got it

Water isn’t magical. Water elementals, frost spells, and fireballs are. It’s a fantasy game with lots of magical things, suspend disbelief.

Extreme heat underwater will cause an insulating steam/bubble envelope that allows things to burn quite effectively.

Lava burns underwater so the fireball is hotter than it.

Why can I shoot a bow and arrow underwater?

Because spear guns work under water so just assume your bow has at least the velocity of a spear gun.

Excuse me if I have no pity for frost mages & problems with mobs immune to frost.
