Templates are not really needed because the gearing situation is the only good thing about PvP at the moment. Only thing I would use templates for is to bring people who show up in quest greens up to a minimum ilvl so they are not a complete liability to the team they queued into.
Class design, class balance, and premades are the issues that need addressing.
