I don’t even get the option. I canceled my CC sub at the end of shadowlands, I’ve purchased mounts, I’ve purchased skins since 2017, and yet I have no option to buy game time. I can’t even submit a ticket because the website keeps looping me in circles. https://us.battle.net/support/en/article/16904 This was updated 3 months ago, says I should be able to purchase game time.

i’m having the same issue, i have a token in my bag but it’s not letting me use it from character screen. i also have sufficient gold for another token but its not giving me that action too

same problem. im have enough gold at my account but there is no option for do my payment as gold

There are newer limitations on WoW tokens, as well as some gold restrictions. Read the full details on the support article:
The limitations in your post weren’t applicable to my problem. Server maintenance fixed my problem. Prior to server maintenance, even if I specifically went to the realm with my main characters, I still did not get the option at all (it literally did not show up) to purchase the token. One of my main characters had 4x the amount of gold needed.
But, as stated, it worked normally after server maintenance. It was probably some wonky interaction with the free weekend. Thanks.
