No, it is not.

Blizzard is working on fixing that but obviously have not yet.

They are also working on getting an “ignore” feature added and a couple of other things, like a box where you can add a reason for flagging a post.

if you still have active game time, you’ll be able to post until all of that is used up.

but if not, then it is a " not working as intended but we rolled it out anyway because" that’s what all the cool gaming companies do nowadays

Naa, my gametime ran out yesterday
