I want to practice Prot and Holy spec while leveling through BFA content but I don’t have a shield.
So get a shield.
There’s this wonderful place back in the old world. Its called an auction house. You can find many wonderful things there including a selection of shields.
I waited til timewalking was up and bought some from a vendor for my paladin. Not great, but not bad for a starter.
developers forgot this time around to have a vendor who could sell rudimentary baseline gear for questing in the new expansion. now you gotta hit 111 and shop the auction house
you can still use artifact sword+shield, it’s not that much worse than first greens
OP didn’t see any shields from Timewalking vendors because they aren’t there!
One of em somewhere had one I swear! My paladin has a 365 sword and board in her bank from it. I’m thinking maybe it was the Cata vendor…

The BC Timewalking vendor sells the shield and some decent starter weapons. And that starts on Tuesday!

What’s “the” shield?
350ilv shield for a paltry 35x badges, which will blow away any green you might have from levelling. Also a nice selection of 350 weapons on this vendor that are great for fresh alts without better means.
Should be worth noting all loot from the TW vendors are gonna be different ilvls depending what level you are when you buy them. If you outlevel before the sellback time has expired, you can just trade it back for one with a higher ilvl version if you don’t mog it.
Or just buy another one as you go, they’re cheap and the quest from the last boss of the first dungeon will give you that turn in for 500 badges.
Start the desert quest line. In the field where water plants and plant this quest. It gives you a shield. That or do dungeons as dps till getting one.
It’s that fairly large thingy that’s usually kinda flat compared, say, to a helmet or a boot, and it straps to your arm, while the other arm-- well, hand actually-- holds a sword that isn’t twice as long as your leg. I think monks and outlaws use them-- the swords I mean, not the shield.
It stops stuff from hitting you sometimes.

If you don’t set your loot specialization to prot or holy, you’re not going to get offered shields as quest rewards.
If you’re Alliance, the easiest one to get is from the quests at the fort just south of Boralus. There’s also two from the critical path in each zone, although the Drustvar ones are pretty far down there.
I prefer the Bulwark of Azzinoth.
