I am also affected by this… I am completely unable to progress further in Hyjal. As soon as I phase into the area to pick up Tortolla’s Revenge, the mobs disappear. I’ve tried all kinds of things but they just never show up.

Same issue here. I have attempted just about everything listed in this post for a fix. Just blows my mind that issues like this aren’t fixed after 10+ years
Still experiencing this also, I went back at 85 and did the Aessina quest w/ RP and now all the NPCs are gone. Hearthing/Turning off game/Phasing to different zone all did not help.
I don’t know what to tell you. I literally did exactly as I said in my comment and went to the coordinates to complete the quest line. If it didn’t work for you that’s unfortunate but it’s not false information to let people know exactly what happened to me hoping that it’ll help them.

Just out of curiosity when you got to coordinates was the location completely empty or were there a few NPCs? Because when everything started to load in for me he wasn’t there at first but took a second to appear.
The locations are empty because of phasing
If you look from far away, the NPC, with the quest, is there.
If you get close, the NPC disappears
This works for quests near the perimeter.
But Hamuul is not near the perimeter, so his quest is impossible to do.
Just had this happen to me right now.
Seems like all you can do is wait until Blizzard sends out a hotfix or does a server restart.
The fact this company had nearly half a year to fix these bugs and also the amount of BS that was reported on the beta yet still made it to live servers is actually insane.
This company needs to do something to either hire more people to work on these issues or delay launches until at minimal most bugs are fixed.
I cannot tell you the amount of bugs I have encountered that are game breaking and the fact these bugs have been here since the start of beta is pretty funny.

I didn’t even want to try but I also managed to reach him with auto accept. Then I had to do it twice more to actually progress. But apparently if it breaks at other points, there’s just nothing you can do. Blizzard really needs to fix this.
I found a workaround for now, if you fly into Winterspring until you see the zone name appear on your screen - then fly back you should be able to speak with Hamuul Runetotem at Grove of Aessina and Tortolla at his designated spot for the turn in.
At least that is what worked for me.

*Flying into Felwood does not work, I didn’t try Azshara or Ashenvale.
This worked for me. Flew in from the corner of WG into Shrine of Goldrinn.
FIX… go to ur graphic settings set ur forground fps to 9 and just fly in and accept the quest just did this and it worked first try gl people
If you haven’t even experienced the bug, how on earth would you know with any certainty what works to fix it?
You probably did the quests in a slightly different order to those affected by the bug, so you merrily bypassed it.

Trying to tell people to do something they’ve already said does not work or can’t be done, is not helpful. In fact it’s often counter productive.
Your enthusiasm to help others is great; but I suggest you make sure you understand the problem first.
I don’t have the same problem, because I’ve almost completed the zone’s quests.
But I do seem to be in the same zone phase based on various descriptions.
For me:
- There are no NPCs of any sort, hostile or otherwise at either Sanctuary of Malorne or The Regrowth (near Grove of Aessina).
- Other regions in the zone seem to be fine. At least I haven’t noticed any other depopulated ones.
- At the sanctuary, at the flight path location, I can see a non-interactable hippogryph. But there’s no way to use the flight path, because there’s no NPC. I can fly into that location, but then no one’s there to interact with.
- I think I have now completed all Mt. Hyjal quests. And the regions are still depopulated for me.
As an aside, I remember this being a hub for daily quest back in Cata 2010.
Having read up on it to refresh my memory, apparently it was rolled out in patch 4.2.
Perhaps blizz has intentionally disabled it for now but botched the phasing for those at the transition stage of the phased quests?
I have no idea if it will work, but there is another thing you could try.
Group with someone who hasn’t progressed as far in the quest chain, with that person as leader. Maybe you’ll be in their phase, and be able to see the NPCs. Or perhaps you won’t even be able to see each other. 
I have no idea, but if it works, you’ll have some good news to share.
