I remember trudging through a quest line off the southwestern coast of Arathi highlands to get a Hydrocane many many years ago. I believe they changed it to make it a drop from the Viscous Fallout in Gnomer.
I don’t remember when that change was made… before or after 1.12.
I don’t know. Maybe I’m remembering the whole thing wrong.
According to a comment sourced from Allakhazam on classic.wowhead.com, Hydrocane is confirmed to be a drop off of Vicous Fallout in Gnomeregan in 1.4.2, and earlier comments suggest that the drop was in that instance earlier as well, although the first couple of comments are a little vague.
Couldn’t find anything in the patch notes concerning Hydrocane (beta + Vanilla) either except from:
- The water breathing ability of the Hydrocane will now continue to work if the player is shapeshifted. (patch 1.6.0)
So most likely faulty memory
…now I’m wondering what quest line I did out in the waters and that hidden dock off the southwest coast of Arathi… and what the reward was that I was going after.
I only remember that item from Gnomer as well. What I remember even more, was baiting targets into underwater fights and drowning them.

Gosh Ironsides. You know, without ingenious fellas such as yourself, we would never progress as a species. Now if I can only figure out how to stop this feeling of hunger. I have this food next to me that looks like it may satiate my hunger, but I don’t know what to do with it. Gosh Ironsides, can you give me some insight on what to do with this food?
By the way, I did some more searching and found that it was this quest line I was thinking about. It was definitely a drop from a boss one could solo in gnomer as a lvl 60. I got one in 2005 and have no recollection of it being a drop in Arathi.
Maybe you are thinking of Tidal Charm which was a stun trinket and dropped from a rare naga?

It was always a drop from Viscous Fallout in Gnomer. It is easy to farm. Right inside the entrance just drop down off the platform and Viscous is right there. He is a big green slime monster.
Another reason retail sucks now. Thanks to personal loot, clothies can no longer get it because it is an agility staff. Glad I got it on my priest back on WotLK.

This has been addressed some patches ago. If you are 11 levels above a particular dungeon*, “legacy loot” is enabled, allowing your character to loot anything from the boss, regardless whether it’s on your class’s loot table or not.
*gnomer, and all classic dungeons, scale to 60,meaning you must be level 71 or higher to enable legacy loot.

Good to know. Once I hit 120 on my main in BfA I quit retail WoW for good. No chance of it ever not being garbage now. 
Wait dungeons scale too now? well good thing I gave up on that sinking ship a while ago

Yes, although in my (somewhat limited) experience, you do get them kind of still in in your level range anyway. I suppose people that level by dungeon spam could have some unlucky draws and get Gnomer six times in a row followed by Ragefire Chasm all the way to 60.
I remember going into a cave to kill the 3 headed beast with octoarms reaching out from the walls… forgot that runs name but I got it from there also
