This is bugged and it doesnt work right,
No addons turned on the net does not appear like it should to catch the fish.
Clicking the blue shoes, then manually removing the buff, then clicking the green shoes and going into the water seemed to work for me the first time I did this; the second time I moved in and out of the quest area a couple of times and it started working.
